Many of you know me personally through my advocacy. My name is Rebekah, and over the past 20 years of navigating the SEND system, I have seen so many families reach breaking point.
Often, parents are not struggling because they do not care or are not trying hard enough. They are struggling because the system is complex, overwhelming, and difficult to navigate.
For families with children and young people who have special educational needs and disabilities, knowing where to start can make a huge difference.
One key resource is the Local Offer.
Recently, I was invited as a guest speaker at The Parent House, supporting their SEND Buddies Level 2 training group. My session focused on the Local Offer, why it matters, and how parents can use it as a starting point when navigating SEND support, education provision, and the EHCP process.
The Local Offer should clearly explain what support is available in your local area across education, health and social care. It can help families understand services, pathways, support groups, eligibility, and what should be available before, during, and after the EHCP process.
For Islington families, it is a helpful place to begin when trying to understand what support may be available and what questions to ask next.
When parents are informed, they feel more confident. When parents understand the system, they are better able to advocate for their child. And when families are supported early, it can prevent crisis.
Thank you to The Parent House for inviting me to share my knowledge with such a thoughtful and engaged group.

What is the Local Offer?
The Local Offer is a service provided by local authorities that lists all the support, services, and resources available for children and young people with SEND and their families. It covers education, health, social care, and other community services. The goal is to give families clear, up-to-date information about what help is available in their area.
For parents, the Local Offer is a central hub where they can find answers to questions like:
What special education services are available locally?
Which health services support my child’s needs?
Are there social activities or support groups nearby?
How do I apply for an EHCP or other assessments?
Knowing what is available helps families make informed decisions and feel more confident when seeking support.
Why the Local Offer is Important for Parents
Many parents feel overwhelmed when they first start exploring SEND support. The EHCP process can seem complex, and it’s not always clear where to begin. The Local Offer provides a clear starting point by gathering all relevant information in one place.
Here are some reasons why the Local Offer is so valuable:
Saves time: Instead of searching multiple websites or calling different agencies, parents can find most information in one place.
Builds understanding: The Local Offer explains services in plain language, helping parents understand what each service does and who it is for.
Supports decision-making: Knowing what is available helps parents choose the right support for their child’s unique needs.
Encourages involvement: The Local Offer often includes ways for families to give feedback or get involved in shaping local services.
At the recent training event, parents shared how having access to the Local Offer made them feel more empowered and less alone in their journey.
